The city of Carrollton confirmed that the leak was reported at approximately 3:00 a.m. via its 24-hour emergency line. A repair crew arrived within half an hour and promptly shut off the water main to prevent further flooding. However, the damage had already been done, creating hazardous conditions and temporarily cutting off water to multiple businesses in the area.

Businesses and Residents Affected

The burst pipe occurred along Luna Road, a busy route in Carrollton, leading to road closures and slippery conditions that made travel nearly impossible. Some local businesses, including United Access, which specializes in wheelchair-accessible vehicles, were hit particularly hard. Pedro Arias, a mobility specialist with United Access, described how their entire fleet of vehicles was encased in ice, forcing them to cancel customer appointments. He explained that the ice-covered paths made it impossible to reach the vehicles safely.

Nearby, Illes Foods employee Ronald Eubanks initially found the road closure frustrating but later marveled at the icy scenery. "It was annoying at first, but then you see this winter wonderland, and it’s actually kind of amazing," he said. For many residents, the scene was a rare sight in Texas, where winter weather is usually mild. Vani Hegde, another Illes Foods employee, expressed surprise at the frozen landscape. "We never see this in Texas, especially Dallas," she said. "I had to take pictures."

The freezing temperatures, expected to persist until early Friday afternoon, mean that the icy conditions will likely remain for a while.
