A sweeping government downsizing effort is underway as the Trump administration offers buyouts to nearly two million federal employees. The initiative—excluding military personnel and postal workers—allows full-time government staff to resign in exchange for eight months' salary. The Buyout Plan: A Fork in the Road
Federal employees received an email on Tuesday outlining the voluntary buyout, which was framed as a “deferred resignation” opportunity. The administration stated that the government workforce should be made up of individuals who are "reliable, loyal, and strive for excellence."
But the most controversial reaction came from Elon Musk, the head of the Department of Government Efficiency (DOGE)—a Trump-created agency focused on shrinking the government. Musk, known for his aggressive cost-cutting tactics, mocked the buyout email on his social media platform, posting "Hit 'Send'" alongside a screenshot of the resignation instructions.
For some federal workers, Musk’s tone felt dismissive. “It feels like the new administration thinks we are dirt,” said a longtime government employee who wished to remain anonymous.
An Unprecedented Workforce Reduction
The buyout offer is part of a massive government overhaul. It follows an executive order making it easier to fire career employees, raising concerns about job security and severance guarantees. The approach mirrors Musk’s Twitter takeover strategy, where he gave employees an ultimatum—work harder or leave with severance. The subject line of Tuesday’s email, “A Fork in the Road,” was identical to Musk’s 2022 email to Twitter employees.
Federal employee unions are urging caution. Max Alonzo, a leader at the National Federation of Federal Employees, warned workers against resigning, questioning whether severance payments would actually be honored. "There’s nothing that guarantees they have to pay you until September 30," he said, calling the move legally questionable and a direct attack on civil service protections.
Concerns Over National Security and Government Functionality
At the State Department, the buyout offer has raised alarms. Officials are struggling to determine who is eligible, and some worry that if too many experienced diplomats and staff take the offer, it could jeopardize national security.
“The implications could be really scary,” said one government official. “This could do real damage.”
Musk’s Growing Influence in the Federal Government
Musk, who donated $250 million to Trump’s re-election, has rapidly expanded his influence over federal operations. In addition to leading DOGE, his allies now hold key roles in the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB). Russell Vought, an architect of Trump’s Project 2025, is overseeing the restructuring efforts with a focus on historic spending cuts and mass layoffs.
Musk and former DOGE official Vivek Ramaswamy have outlined a vision for “mass head-count reductions” in the government, with a goal of cutting agencies down to only their core, legally mandated functions.
